The only way to destroy Libra is either hit it continously, or you can use your ships to hit it but you sacrifice your ship.
What happens when Earth is destroyed you ask. That's simple. You become one of the most hated people in the game by taking away the market, 1/2 the jobs and making my job a living nightmare. You will gain 5 ranks for destroying Earth I was just kidding about the bad Reputation. You won't have anything bad happen to you. I'll just put it back to get destroyed again. Well you might get a bad reputation, when killing the people on it. Nothing else though. Gaining rank can only be obtained once a person,When doing this!!
